Yesterday the Climate Bill spearheaded by Senate members Barbara Boxer and John Kerry was introduced, and reactions have been pouring in. Many environmental groups are praising the strict emissions caps it enforces, and are pleased that it offers lower pollution allowances than the House Climate Bill introduced this past spring. Others are disappointed by the legislation’s lack of a cap-and-trade system, and argue that for an 800 page bill it remains vague on many points. The bill requires a 20 percent reduction in emissions by 2020, allows the Environmental Protection Agency to continue issuing permits to coal-fired power plants, and offers programs for training citizens interested in working in the clean-energy economy.
